Unless it was specified in the haulage contract, cargo carriers NEVER leave their hand trucks where they delivered their cargo. It gets expensive. Could Emily be planning to transport Stangor somewhere else privately? Perhaps to another ship, perhaps not yet docked? Emily can be devious when she deals with unreliable bad guys. Could she have already determined Stangor has a lead to the Puppy-people, which she is willing to trade to get? I can see Emily doing her own investigation to avoid complications with the GOB, though it’s not why she came all this way. And what does she have to grant that Stangor wants?
